Ex-Ante Evaluation for New Financial Instrument
Buckinghamshire Thames Valley LEP are seeking expressions of interest from organisations wishing to undertake an Ex-Ante Evaluation into the establishment of a new financial instrument to support Business Growth within Buckinghamshire.
As part of our EU Structural Investment Fund Strategy, BTVLEP identified that one of the major barriers that growth orientated businesses Buckinghamshire face is sourcing the funds they need to rapidly scale their new business ideas. We wish to support Buckinghamshire Businesses become more ‘investment ready’ and secure the funds needed to expand.
The fund will be supported by a mix of Local Growth Funding, Growing Places Funding and ERDF to establish a “fund of funds” of circa £5m.
The ex-ante appraisal should consider to what extent this funding could be deployed to complement potential ERDF eligible developments across Buckinghamshire. Applicants should provide analysis and guidance to BTVLEP on the Fund Design, Scheme Assessment and Procurement Strategy to be adopted in the establishment of the planned Financial Instrument. To do this this commission will need to evaluate:
- The pipeline of commercially viable projects
- How the collection of projects could operate within a Fund context
- Governance requirements
- Delivery Mechanisms, including role of fund managers
